Luc Deveraux (Jean-Claude Van Damme) is now recovered from all the troubles he went through some years ago -in the first "Universal Soldier" film-, and is working for the government as a technical expert who helps training the current Universal Soldiers. The government re-opened the project and is now making much better Unisol's than before, but somehow there are people who didn't aprove this because of what happened in the past, so they are forced to shut the project down.
There is a very intelligent machine, SETH, who finds out they will shut everything down and doesn't like the idea, so it programs the Unisols to kill everyone and takeover the building. SETH also finds a body for himself (Michael Jai White), and kidnaps Luc's daughter. Luc is the only one capable of fighting this nearly perfect soldiers, and he will do anything to stop them.
I honestly believe this film sucked. Some people could enjoy it because it has some good fight scenes, like the one between Luc and Seth near the end. It seems like Van Damme is still able to do all his kicks though he is getting older. Bill Goldberg was in this film too, as one of the Unisols, and he even got a chance to perform some of his wrestling moves. There is some sort of relationship between Luc and the reporter, but it's not convincing at all. There is supossed to be some kind of story which consists of Van Damme and his daughter, but just like the one with the reporter, it's crappy. The acting was also pretty bad, Van Damme is known for his bad acting, but in this film he was working with a whole cast of bad actors. The only exception might be Jai White, who has done some good work in the past (the Mike Tyson film). But bad acting is expected in a film like this, so that is no surprise; the worst of all things in this movie is the story, which is usually the most important thing. You may wonder why I say it's so bad? Well, the answer is simple: There isn't one! The film consists basically in a couple of guys fighting each other, I don't think the director even made an effort to introduce a story line in here, and that might be one of the reasons for the film being so short. So unless you want to waste 1 hour and 22 minutes of your life, don't watch this film.
Oh, and it's fair to mention that Daniel Von Bargen is in this film. It'd be no surprise if you don't know who he is, I didn't know either until some time. But if you get to see the list of films this man has been in, you'd be incredibly surprised, because he has probably been in a bunch of films you've seen but you wont know who he is. At least that happened to me.
